The Growth Number That Broke the Model

Here’s where the quarter actually starts. Singapore’s economy grew 5.9 percent year on year in the second quarter. The same panel had forecast 4.3 percent three months earlier. A miss that size, in the direction of too much growth, isn’t a rounding error, it’s a sign the previous model of this economy stopped fitting the data partway through the quarter.

The response was a real upgrade, not a token nudge. Full-year 2026 GDP growth forecasts jumped from 3.5 percent to 5.0 percent in a single survey round. Manufacturing went from 5.0 to 8.4 percent. What matters for you isn’t whether the forecast moved, it’s whether the underlying driver, non-oil exports nearly tripling their expected growth rate, is the kind of thing that shows up in company earnings you can actually verify, or the kind of thing that gets revised right back down next quarter. Watch the next earnings season for whether export-exposed names actually deliver numbers in that range. If they don’t, this upgrade was sentiment catching up to a single strong print, not a new trend.

Inflation Went the Other Way

Inflation actually came in below what the same panel expected three months ago. CPI-All Items hit 1.8 percent in the second quarter against a forecast of 2.1 percent. MAS Core Inflation came in at 1.5 percent, a tenth of a point below expectations. The panel now expects full-year CPI-All Items at 2.1 percent, down from 2.3 percent, and Core Inflation at 1.9 percent, down from 2.0 percent.

Growth beating forecasts and inflation missing them in the same quarter is not the normal pairing. Usually a growth surprise this size drags inflation forecasts up with it, more demand, more pressure on prices. This quarter did the opposite. I’ll admit that’s the part of this survey that actually surprised me, not the growth number itself.

What The Same 21 Economists Think MAS Does About It

You might reasonably be asking why a currency policy band that most people have never had to think about should matter to a dividend portfolio. Here’s the answer: the S$NEER slope is the mechanism MAS uses to manage inflation, and the rate path it implies feeds directly into the borrowing costs behind every REIT’s debt book and the deposit rates behind every bank’s margin. It isn’t abstract, it’s just one step removed from the number you actually watch.

Forty-five percent of respondents now expect MAS to tighten policy at the October review by increasing the slope of the S$NEER band, up sharply from 30 percent in June. That’s a real shift in a single survey round, growth beat forecasts hard enough that nearly half the panel now thinks a tightening response is coming, even with inflation running soft.

Nobody expects a change to the width of the band. A small minority, one respondent, now expects the level at which the band is centred to move lower in October, versus none in June. By January, expectations mostly settle back to unchanged, though one respondent has newly pencilled in a slope increase there too, versus zero in the prior survey.

The SORA forecast moved with it, if only slightly. The panel’s average forecast for 2026 SORA ticked up from 1.20 to 1.23 percent. Three basis points doesn’t sound like much. It’s still worth sitting with, because it’s the first piece of this survey where the growth-inflation divergence actually shows up as a number that touches your cost of borrowing directly, and it’s not the last one.

What Actually Happened in Jakarta

Bank Indonesia raised its benchmark BI-Rate three times in quick succession this year, a cumulative 100 basis points, taking it to 5.75%. By the time the central bank met again in late July, it held steady at that level, and officials framed it as a win. The rupiah had pulled back from its worst levels, and inflation stayed within target.

But the reason for those hikes matters more than the outcome. Indonesia was not fighting an overheating domestic economy. It was defending its currency against capital flight, foreign investors moving money out toward higher yields elsewhere, pressuring the rupiah lower and threatening to import inflation through a weaker exchange rate. Raising the benchmark rate was the defensive tool available to make Indonesian assets more attractive to the same foreign capital that was leaving.

That is a genuinely different exercise from a central bank raising rates because its own economy is running hot. It is closer to a landlord raising rent to keep a tenant from moving out, not because the market suddenly justified it, but because the alternative was losing the tenant entirely.

It is worth being fair to Bank Indonesia here. The central bank did not act rashly, and the currency did stabilise somewhat after the hikes took hold. But the tool it reached for came with a real domestic cost. Higher benchmark rates flow through to higher commercial borrowing costs across the economy, and businesses that depend on affordable credit felt that squeeze while the central bank was busy making Indonesian assets more attractive to the same foreign capital that had been leaving.

Defending a currency and supporting domestic growth are not always pulling in the same direction, and this year’s episode is a fairly clean example of what happens when a central bank has to choose.

Malaysia Did Not Have to Do the Same Thing

Across the Causeway, Bank Negara Malaysia held its Overnight Policy Rate steady at 2.75% through the same period, a level it has maintained since a cut back in mid-2025. Malaysia faced a lot of the same global pressure Indonesia did this year, elevated US rates, Middle East volatility, unsettled commodity prices, and did not need emergency defensive hikes to hold its currency steady.

Part of the difference comes down to something less visible than a headline interest rate: how much of each country’s government debt is funded domestically versus by foreign capital that can leave quickly. Malaysia has deeper pools of domestic institutional capital, its version of a national pension fund among them, providing a stable local buyer for government debt that does not evaporate the moment global sentiment shifts.

Indonesia has spent years trying to build the same kind of domestic buffer, with real progress, but the vulnerability did not disappear so much as shift toward newer, shorter-term instruments that still depend heavily on foreign appetite.

The point is not that Indonesia mismanaged anything. It is that a central bank’s room to hold rates steady depends on more than just its own policy judgment. It depends on who actually owns the debt behind that judgment.

What Singapore’s Central Bank Actually Does Instead

Here is the part most people managing CPF and SRS money have never actually had explained to them. MAS does not set an interest rate the way Bank Indonesia or Bank Negara does.

There is no MAS policy rate that gets raised, cut, or held at a scheduled meeting. Singapore’s central bank manages monetary policy through the exchange rate instead, letting the Singapore dollar float within an undisclosed band against a basket of currencies from its major trading partners, and adjusting how steeply that band is allowed to appreciate over time.

When MAS tightened policy at its most recent scheduled review, it did not touch a rate at all. It raised the pace at which the Singapore dollar is allowed to appreciate within its policy band, its second such tightening move in successive reviews, while leaving the width and centre of that band unchanged. To someone expecting a rate announcement, that would look like nothing happened. In MAS’s own framework, that is monetary policy actually moving.

This is not an accident of institutional design. For a small, extremely open economy like Singapore’s, where imports and exports both run far larger than domestic output, the exchange rate has more direct influence over imported inflation than a domestic interest rate would.

My first reaction was relief. A bigger number sounds like good news. My second reaction, the one that actually matters for a retiree’s portfolio, was to ask what is driving it, and whether that same thing is driving every part of the economy equally.

The Headline Number Needs Context

I am not the one who normally reads a Ministry of Trade and Industry release.

Manufacturing output surged 12.5 percent year on year, and the Ministry was explicit that this came largely from the electronics and precision engineering clusters. These are the parts of Singapore’s manufacturing base that make chips and components for the global AI buildout. Wholesale trade grew 8.3 percent, again driven by machinery and equipment. Finance and insurance grew 6.2 percent on strong credit growth and fee income. These are not small, isolated pockets. They are large sectors of the economy, and they are all being lifted by the same underlying story: global demand for AI-related semiconductors and infrastructure.

The Energy Shock Was Less Severe Than Feared

The second force is the one that was supposed to be dragging growth down earlier this year, and it turned out to be less severe than everyone feared.
